BOARD MEETING
SEPTEMBER 26, 2022

Meeting called to order by President Beatrice Jones at 6:03 PM.
Prayer by: Janet Clayton
Ms. Clayton read the minutes for the August 22, 2022 board meeting. Mr. McKinstry made a motion to accept the minutes, Mr. Grayson seconded and all approved.
Finance Committee report by: Janet Clayton
Ms. Clayton reported that the committee met on Sept 19, 2022. The committee reviewed the financials and the 2023 proposed budget. The Controller will give the recommendations to the board in her report.
The Town of Brookside has passed a resolution to increase the Hydrant Rent Fee from $200 to $1,000 per hydrant per year. This is an approximate $8,000 increase per year. The Board will send a letter to the Town of Brookside to see if it can be reduced.
Controller reviewed the 2023 proposed budget. There would be a fire dues increase for 2023 in the proposed budget. The increase is 8% for residential and 4% for business. The proposed increase would make fire dues for residential to $312 from $289 per year plus water supply fee.
Ms. Clayton made a motion to increase the fire dues for 2023 to the attached schedule. Mr. Grayson seconded. Mr. Smith Abstained for the vote. Approved 3 to 1.
No one made a motion on the proposed 2023 budget. The trustees wanted additional time to review.
Controller’s Report by: Debra Lomoro
Ms. Lomoro gave report. See attached copy. Mr. Smith made motion to accept Controllers report, Ms. Clayton seconded and all approved.
Community Billing Account Questions – None
Fire Chief Report by: Chief Ty Gober
Chief Gober gave report. See attached copy. Chief reported that Captain McGough is retiring as of October 1, 2022. Chief reported that a water pipe busted at Station 3 and did significant damage to the station and is covered by insurance.
Chief Gober, Asst Chief Mims and Captain Perry went to Sutphen Co. to review the final drawings on the new fire truck. Chief reported that staffing is getting critical. Ms. Clayton made motion to accept the Chief’s report, Mr. Grayson seconded and all approved.
Chief Gober requested approximately $14,000 out of the Jefferson County grant funds to replace 2 HVAC units at Station 3. Mr. Grayson made a motion to use the grant money for the HVAC units, Mr. Smith seconded and all approved.
Old Business
By-Laws – Mr. Grayson made motion to table the Proposed By-Laws, Mr. McKinstry seconded and all approved.

Ms. Lomoro reported that Mr. McKinstry has been re-appointed to the Forestdale Fire District Board until 2027.
No other business. Mr. Grayson made motion to adjourn. Mr. Smith seconded and all approved.
